July 15, 2025 – For Clovis residents who are keenly interested in how our city’s finances are managed, the recent appointment of Clovis Chamber of Commerce CEO Greg Newman to the Measure Y Oversight Committee is particularly noteworthy. This committee is at the forefront of ensuring transparency and accountability for the funds generated by the recently approved 1% sales tax increase.
During the July 7 Clovis City Council Meeting, Newman was unanimously appointed to the five-member Measure Y Oversight Committee. This group’s primary responsibility is to review and report on the expenditures of revenue from the Measure Y sales tax. For a city that values responsible spending and public trust, this committee serves a crucial function.
The Measure Y sales tax, which began collection on April 1, 2025, is anticipated to generate approximately $26.1 million annually for the City of Clovis. These funds are specifically earmarked for vital city services, with a significant portion (over 92%) dedicated to public safety and this is including maintaining 9-1-1 emergency medical, police, and fire/paramedic response, fire protection, and police patrols. The remaining funds are allocated to areas such as youth and parks programs, road repair, and beautification.
Newman’s role on this committee means he will be involved in reviewing City Council-approved budgets, analyzing annual audited financial reports detailing Measure Y expenditures, and receiving presentations from City staff regarding how these funds are being used. The committee is set to meet at least twice a year to perform these reviews and report its findings to the City Council.
Given the substantial amount of money Measure Y is expected to bring in and its direct impact on essential services, the work of this oversight committee is paramount. For residents, this means an added layer of scrutiny to ensure that every penny of the sales tax increase is spent efficiently and as promised.
