December 12, 2025 — Clovis Police have arrested a suspect in connection with the city’s second homicide of 2025, following an early-morning discovery near Ashlan and Villa on December 11.
Police identified the suspect as 53-year-old Charles Gulley, who was booked into the Fresno County Jail late Wednesday night on charges of manslaughter and violation of post-release community supervision.
The Fresno County Coroner’s Office has identified the victim as 64-year-old Robert Ramage.
According to investigators, both men were unhoused and became involved in a physical altercation in the parking lot near the Fresno County Child Protective Services building. Detectives say the confrontation turned violent, resulting in fatal head injuries to Ramage.
Just before 3:30 a.m. Thursday, a Clovis Police officer on routine patrol found Ramage deceased in the lot. The discovery prompted a full callout of detectives, crime scene personnel, and the temporary closure of a portion of the parking area as evidence was collected.
Over the past 24 hours, detectives and the department’s Special Enforcement Team reviewed surveillance footage from city cameras and nearby businesses, conducted interviews, processed physical evidence, and tracked down leads, ultimately identifying Gulley as the suspect.
